We exist to make the historic Bourne Estate buildings in EC1N London the best they can be so that we can thrive in a safe community that cares about its homes, the building and environment, while ensuring we are not charged more than what is fair to achieve this.

About the group

We are here for all leaseholders of Bourne Estate on Portpool Lane, London EC1N consisting of the following buildings: Shene, Ledham, Skipwith, Denys, Frewell, Scrope, Radcliffe, Redman, Nigel, Laney, Buckridge, Kirkby and Gooch. We will also work with social housing (council) tenants on issues that affect leaseholders.

Leaseholders of other Camden Council owned properties: We may be able to work together if there are similar issues and you are at an advanced stage with your complaint. Detailed advice and support is available for a charge.

• Huge financial bill due before the work is complete

• Struggling to sell your property due to the looming cost the new buyer will have to take on without a certain upper limit

When unfair charges are applied, we tend to act as follows:

Have dialogue with Camden Council
Work constructively with Camden Council to work through the issues and concerns, which includes fully participating in any consultation within the deadline.
If the main contacts for major works do not respond satisfactorily or at all the matter will be escalated to the complaints department, heads of departments, councillors, MP and any other party the group thinks will help them.

Expand the group of leaseholders
The more leaseholders connected and involved, the stronger our voice.

Make contact with "key people"
To galvanise the campaign, if it's needed. Involve local press with a view to getting into media with larger audiences.

Intelligence gathering and scrutiny of documents
Includes Freedom of Information requested material.

Issue final warning
Includes participating in the council's own, in-house led "ADR".

First-tier Tribunal
Last resort but prepared to take it this far if the desired result is not achieved. Our last action against the Camden Council cost £0 in legal fees, £100 to start the legal action at the First-tier Tribunal and £200 for the hearing in front of a judge. The council cannot recover any of its costs, even if it successfully defends the case.

History/Press

The Bourne Estate is an Edwardian housing estate in the Holborn district of Central London. Constructed from 1905–1909, it is regarded as one of London's best examples of tenement housing and the majority of the housing blocks within the Estate have been Grade II listed. Camden Council own the freehold to the buildings and manage the estate. The majority of residents are Camden Council social housing tenants but an estimated 15% are leaseholders.
